Rebel Tory peers deal a fresh Brexit blow to PM

His amendment was passed by a majority of 91 on Monday, and follows a House of Lords vote to keep the United Kingdom in the Customs Union, and represents the seventh Brexit defeat for the government.

"We are disappointed that the House of Lords has voted for this amendment inspite of the assurances we have provided", said Lord Martin Callanan, Britain's Minister for Exiting the EU.

"This amendment would weaken the UK's hand by giving Parliament powers to instruct the government to do anything as we seek a deal".

Leaked government reports show that every possible deal to leave the European Union will leave the British people significantly worse off than remaining in the European Union, which will have a major impact on frontline services like the NHS, and a number of MPs from across the aisle have called on the government to safeguard these services in negotiations.

Theresa May's plans for Brexit have been dealt further blows after a fresh wave of defeats in the House of Lords.

"This is a hugely significant moment in the fight to ensure Parliament has a proper role in the Brexit negotiations and that we avoid a no deal situation".

But former Conservative leader Lord Howard said the idea of effectively giving Parliament a veto over Brexit - which the public voted for in a 2016 referendum - was "fundamentally misconceived".

Writing for The Independent on Monday, peers Baroness Hayter, Lord Wallace and Lord Hannay said Parliament must be given the power to decide what happens if May's Brexit deal is rejected.

"This amendment, which has cross-party support, would provide a safety net in the Brexit process".

"Cabinet expressed its strong disappointment at the defeats inflicted on the European Union withdrawal bill in the House of Lords, saying they risked tying the government's hands behind its back in negotiations with Brussels", May's spokesman told reporters.

"Whatever our party affiliation, our duty as parliamentarians is to our country and our conscience", he said.

The amendment is opposed by the government and can be overturned in parliament's lower chamber, where May has a slim majority.
